Kedungu Zoning Explained

Buyers here get told about pink, yellow and green as if that were the whole system. It is not: those colours sit on top of a regency plan and a provincial plan that do not always agree, and neither one publishes a block-by-block map for this stretch of coast.

The plan actually in force is Kabupaten Tabanan's RTRW, running from 2023 to 2043 under Perda Kabupaten Tabanan Nomor 3 Tahun 2023, which took effect on 7 August 2023. It sorts land into protected, cultivation and strategic categories across the regency's roughly 84,884 hectares.

What the Zoning Colours Actually Map To

Say this once and move on: the pink, yellow and green labels are agent shorthand, not wording that appears anywhere in the regulation itself. What sits underneath them is Perda Provinsi Bali Nomor 2 Tahun 2023, the current provincial spatial plan.

Each colour ties back to a specific article of that plan:

  • Pink maps to Kawasan Pariwisata, the tourism zone under Pasal 95, where a villa can usually hold a rental licence.
  • Yellow maps to Kawasan Permukiman, the residential zone under Pasal 96, where you can build a home but cannot let it daily.
  • Green maps to Kawasan Pertanian and Kawasan Lindung, farming and protected land under Pasal 90, where construction is prohibited outside narrow exceptions.

Tourism-scale development on any colour still has to pass an environmental and social carrying-capacity test, with a full AMDAL review required once a project crosses a certain size.

Why So Little of Tabanan Is Mapped

Badung and Denpasar sit at 100% RDTR coverage, so a buyer there can often pull up exact zoning for a single block. Tabanan sits at roughly 15.93%, per a 2024 report from Bali Property Rules.

Most of the land around Tanah Lot and Kedungu beach falls outside that mapped 15.93%. It defaults to the broader provincial RTRW rather than a parcel-specific plan, which is exactly why a written check carries more weight here than in Badung.

What Actually Pushed Tabanan Into Restriction Mode

The building slowdown here did not start with a zoning committee. It started with a flood.

September 2025 flooding killed eighteen people

and left several more missing. The province answered by freezing further conversion of farmland and water-catchment land to commercial use, effective from 16 September 2025.

A second, separate deal followed:

  • Six regencies, Tabanan among them, agreed to stop pushing for new hotel and restaurant approvals from 2026.
  • In exchange, each still receives a cut of hotel and restaurant tax collected in Denpasar, Badung and Gianyar.

Governor Wayan Koster has pushed back on calling this a blanket ban, describing it instead as strict control rather than a moratorium. Whatever the label, Tabanan sits inside it.

What Perda 4/2026 Adds on Top

Perda Provinsi Bali Nomor 4 Tahun 2026 goes further than a construction pause. It makes converting rice fields into villas a criminal offence and rules out nominee ownership schemes outright.

The rule most buyers miss: no new permits get issued on any remaining protected rice field until 87% of that land reaches permanent protection status province-wide. Tabanan, Gianyar and the Gilimanuk-Mengwi toll corridor are flagged as the priority areas regulators are watching hardest.

Two Enforcement Cases Worth Knowing

Rules on paper are one thing. These two cases show what actually happens when Tabanan acts on them:

The Nyanyi Site Visit

A DPRD Commission I team, alongside BPN and Satpol PP officers, walked Nuanu Creative City in August 2025. They flagged rice-field land already converted to tourism use and an AMDAL review that had not been finished, a gap in the paperwork rather than a missing permit altogether.

The Penebel Precedent

DPRD Tabanan had already stepped in once before, inland at Desa Mangesta in Kecamatan Penebel. In October 2024 the council froze an unpermitted villa build on protected paddy land there, the same precedent regulators point to when discussing this coast.

The Setback Rule Along This Beach

None of the above touches the one rule every coastal block here has to clear regardless of colour, the sempadan pantai, Bali's provincial coastal setback:

  • A minimum of 100 metres measured inland from the highest tide point.
  • At least 70% of that strip reserved for a protective, green function.
  • Building coverage (KDB) capped at 30%, floor-area ratio (KLB) capped at 0.6, and green coverage (KDH) held at 70% or above.
  • Maximum building height of 15 metres inside the setback zone.
  • No unbroken row of buildings blocking sea views, open or unbuilt ground floors, and clear evacuation routes.

These figures apply provincially rather than to Kedungu alone, so treat them as the floor to check your own parcel against rather than a guarantee for a specific plot.
